Uses Dfine to remove some of the jpgartefacts, then SilverFX high structureBW with lighten and sharpen points on the horizon line to accentuate man and gate, and reduce structure and darken in forground to bring the eye in. Removing contrast in sky. No vignette. This retains the dull emptiness. But blurry artefacts still there.

Ther interest here are the rock veins and the tree silhouettes. Lightroom Landscape Black and White Conversions. Silver FX focus on the rocks to increase contrast and sharpness of texture. Increase sharpness and contrast on the tree ridge and rocks bottom right. Darken bottom left and sky area. Adding noise and grain did not work with this image.
